By October 15, Donald Trump must decide what to do with his predecessor’s nuclear agreement with Iran. He has felt obliged, against his instincts, to recertify the deal every 90 days, per the requirements of the 2015 Iran Nuclear Agreement Review Act, Congress’s attempt to supervise Barack Obama’s nuclear diplomacy.
